Two Types of PDF Lock — Only One Requires a Password

PDF security uses two distinct mechanisms. A user password (open password) encrypts the entire content — the file is unreadable without it. Without the correct password, you cannot even see the first page. An owner password (permissions password) works differently: the file opens and displays normally, but the PDF viewer enforces restrictions — no printing, no text copying, no editing. The document is readable but not usable in certain ways. Many PDFs that "won't let you print" have no user password at all, only an owner restriction. How the Decryption Actually Works

PDF encryption (AES-128, AES-256 or legacy RC4) is applied to every content stream in the document — page content, fonts and embedded images are all encrypted. This tool also requires you to have authorisation to access the document — it is designed for unlocking your own files and legitimately held documents, not for bypassing security on documents you do not have rights to access.

Your Password Never Leaves Your Browser — Ever

Your password is used exclusively inside your browser's JavaScript execution environment via pdf-lib. It is never transmitted to ToollyX servers, never logged, and never stored anywhere. The PDF file itself is also processed entirely locally — no bytes of your document content travel over the network. Once you close the tab, both the file and the password are cleared from browser memory automatically. This makes the tool safe for unlocking confidential legal contracts, tax documents, financial statements and personal identification documents.
